Construction of a Prefabricated Modular Building for a Thermal Disinfection and Decontamination Station for Pathogenicity Groups III–IV Effluents

In a strategic collaboration with VIPS-MED, INEX Group has finalized the large-scale engineering and commissioning of the Data Processing Center (DPC) for the Federal Centre for Animal Health (FGBU "ARRIAH" / VNIIZZH) in Vladimir.

The primary objective of this project was to create a robust, fault-tolerant technical environment capable of supporting the seamless operation of the "VetIS" Federal State Information System, a critical national asset for veterinary oversight and food safety.

Comprehensive Infrastructure Scope: The project involved the design and integration of several critical buildings and power systems:

  • Data Processing Center (DPC): The core facility housing high-density server and switching equipment.

  • Redundant Power Supply: Installation of a dedicated transformer substation (TP 3/2) and two Diesel Generator Units (DGU)—one stationary and one mobile—to ensure 24/7 uninterrupted operation.

  • Cleanroom Technology Integration: Specialized environmental controls to protect sensitive hardware from particulate contamination.

Specialized Engineering Divisions Managed by INEX: Our team executed a full spectrum of low-voltage and power engineering sections, including:

  • SCS & LAN: Structured Cabling Systems and Local Area Networks for high-speed data transmission.

  • Automation & Dispatch (ASDU): Centralized control systems for real-time monitoring of facility utilities.

  • Power Engineering (EOM & ESN): Internal lighting, power distribution, and external site-wide power supply.

  • Integrated Security (KSB): A comprehensive suite including Video Surveillance (SVN), Access Control (SKUD), and Intrusion Alarms.

  • Fire Safety: Automated Fire Alarms (APS) and Emergency Voice Communication Systems (SOUE).

  • Communication Systems: Automatic Telephone Exchange (ATS), Subscriber Intercoms (APU), and site-wide communication networks (NSS).

Operational Excellence: All components have been fully commissioned and tested for fault tolerance. The facility has received its official Certificate of Conformity, confirming that the infrastructure meets the rigorous reliability standards required for federal-level data processing.

Regulatory Compliance (RF)

The project was developed in strict accordance with Russian national standards for mission-critical IT infrastructure:

  • GOST R 53246-2008: Standards for Structured Cabling Systems.

  • SP 484.1311500.2020: Fire safety standards for automated alarm systems.

  • TIA-942 (Internal guidelines): Aligning the data center design with Tier-rated reliability principles.

  • PUE (Electrical Installation Regulations): Ensuring the safety and efficiency of the power distribution network.
