Construction of a Prefabricated Modular Building for a Thermal Disinfection and Decontamination Station for Pathogenicity Groups III–IV Effluents

04.10.2022

Customer: The Federal State Budgetary Institution "Zabaikalsky Reference Center of Rosselkhoznadzor"

INEX Group has officially completed the installation and commissioning of its proprietary effluent decontamination system, the UTOS-1-6000, at the Zabaikalsky Reference Center of Rosselkhoznadzor. This installation is a critical component of a high-priority federal project: "Prevention of the Spread and Elimination of the African Swine Fever (ASF) Virus in the Russian Federation."

The UTOS-1-6000 is engineered to provide absolute biological safety for high-containment laboratories. It utilizes an advanced thermal sterilization process to neutralize a wide spectrum of hazardous biological agents.

Neutralization Capabilities: The system is validated for the effective destruction of:

  • Vegetative Bacteria: Including E. coli, Staphylococci, Streptococci, and pathogens causing Tuberculosis, Anthrax, Tetanus, Cholera, and Typhoid.

  • Viral Agents: Hepatitis A, B, and C, HIV, and Polio.

  • Highly Resistant Pathogens: Anthrax spores, fungi, and fungal spores.

  • Anaerobic Agents: Pathogens and spores causing Botulism and Gas Gangrene.

  • Pathogenicity Groups I-IV: Full neutralization of all microorganisms within the most hazardous classification levels.

This installation is integrated into a larger engineering scope where INEX is developing the comprehensive design documentation for a specialized laboratory building. The facility is designed to comply with the highest biosafety levels required by the State Program for Agricultural Development and Market Regulation.

Technical Impact: By implementing the UTOS-1-6000, the Reference Center gains a robust, automated defense against environmental contamination, ensuring that all liquid waste generated during diagnostics and research is rendered completely inert before entering municipal systems.

Regulatory Compliance (RF)

The UTOS-1-6000 system and the associated laboratory design strictly adhere to:

  • SanPiN 3.3686-21: Mandatory sanitary and epidemiological requirements for the prevention of infectious diseases and management of Pathogenicity Groups I-IV.

  • Federal Law No. 4979-1 "On Veterinary Medicine": Ensuring compliance with national biosecurity protocols.

  • GOST R ISO 14644: Standards for controlled environments and biocontainment facilities.

  • SP 158.13330.2014: Engineering and design codes for medical and diagnostic institutions.
