Construction of a Prefabricated Modular Building for a Thermal Disinfection and Decontamination Station for Pathogenicity Groups III–IV Effluents

The delivery and installation of key technological equipment, including engineering systems ensuring sanitary-epidemiological and biological safety, have been completed at the Moscow Anti-Plague Center (MAPC). With these works finalized, the facility has reached the stage of full construction readiness and is prepared for the next phase: commissioning and qualification of engineering systems.
As part of the project, a unique thermal effluent decontamination system (EDS), developed by the INEX Group's in-house design bureau, has been implemented. This technological solution was engineered specifically for the operational requirements of anti-plague facilities and is designed for the sterilization of wastewater generated during work with pathogenic biological agents. The system provides reproducible and controlled treatment cycles and is classified as a GMP-critical utility regarding the management of biohazardous effluents.
The facility’s engineering infrastructure includes specialized HVAC systems with precisely controlled pressure differentials, airtight ductwork, filtration units, and local utility modules. These technical solutions are implemented using Quality Risk Management (QRM) principles and Contamination Control Strategy (CCS) elements, aimed at preventing cross-contamination and ensuring the integrity of controlled zones.
The achievement of construction readiness confirms the completion of the installation phase. The facility is now set for subsequent Qualification and Validation (IQ / OQ / PQ) of engineering systems, as well as final preparations for operation under stringent regulatory and sanitary-epidemiological oversight.

The design, manufacturing, installation, and operational preparation of the engineering systems—including the thermal EDS—comply with current regulatory documentation, including:

SanPiN 3.3686-21: Russian National Sanitary Regulations regarding the prevention of infectious diseases, specifically for the handling of pathogenic biological agents, organization of anti-plague institutions, and decontamination of biohazardous wastewater.
