Construction of a Prefabricated Modular Building for a Thermal Disinfection and Decontamination Station for Pathogenicity Groups III–IV Effluents

15.08.2021

Customer: Federal State Budgetary Institution "ARRIAH"

INEX Group is currently executing a comprehensive design adjustment for the construction and reconstruction of the vivarium at the Federal Centre for Animal Health (FGBU "ARRIAH") branch in Crimea. The project focuses on modernizing the laboratory-diagnostic complex to meet the highest biosecurity standards while optimizing production "cleanliness."

The reconstruction is governed by strict adherence to SP 1.3.2322-08, regulating safety protocols for working with microorganisms of Pathogenicity Groups III-IV.

Optimized Waste Inactivation Strategy: A key feature of the revised design is the decentralization of waste treatment to improve facility safety:

  • Solid Waste: Inactivation now occurs directly within the laboratory departments using pass-through autoclaves installed in the barrier walls. This allows sterilized waste to exit the "contaminated" zone without risk of environmental exposure.

  • Repurposed Infrastructure: By moving sterilization to the departments, the basement area—previously part of the "contaminated" zone—has been repurposed into a centralized block for the temporary storage and processing of pre-decontaminated waste.

  • Personnel Logistics: The basement block now includes a dedicated external entrance and a sanitary pass-through (gowning room with shower) to ensure a strict barrier between "dirty" processing areas and the facility's clean zones.

Advanced Liquid Decontamination: To manage liquid effluents from the "contaminated" zone, INEX is developing a specialized Chemical Decontamination System. This unit features:

  • Collection & Storage: High-integrity accumulation tanks for raw effluent.

  • Chemical Inactivation: Precise reagent dosing and mixing to neutralize biological agents.

  • Validation Protocols: A mandatory sampling phase to verify 100% inactivation before the liquid is safely discharged into the municipal sewage system.

Status: Federal Review The updated project documentation is currently undergoing rigorous evaluation by the Federal Autonomous Institution "Glavgosexpertiza of Russia" to ensure compliance with federal construction and safety standards.
